The Technical Director - Integration, MMM for the PEM (pôle d’échange multimodal) will be responsible for leading a multi-disciplinary team of in-house staff and consultants, and coordinating technical alignments to enable the design, tender and construction of the PEM in a highly complex environment and they will report to the Senior Director Engineering, Major Infrastructure Projects.

More specifically, the PEM (Multimodal Exchange Hub) project involves interactions with numerous key stakeholders such as public transport operators (EXO, VIA Rail, and STM), promoters (ARTM/MTQ, VIA Rail/Transport Canada), the airport (ADM), railway companies (CN and CPKC), municipalities (Dorval and Montreal), and various public services. As such, the incumbent will have the opportunity to work closely with several VIA Rail teams responsible for implementing the Dorval project, including project management, legal department, communications group, procurement, and real estate management.

Responsibilities:

Technical management :
• Plan, organize, direct, control and evaluate engineering activities and operations;
• Assign, coordinate and verify technical work on the project;
• Coordinate technical exchanges with the railroads for studies and railway work associated with the station.

Stakeholder collaboration:
• Work closely with partners' design and operations teams (ARTM, exo, STM, CN, CPKC, MTMD etc.). This is one of the most important, complex and critical success factors. It also includes risk management and the development of working hypotheses as required.

Project management:
• Collaborate in the development of the entire project lifecycle from design, tender, construction and monitoring, ensuring that the project is completed on time and to the highest quality standards.

Leadership:
• Coordinate, coach and guide an in-house team of consultants in a matrix mode, fostering a collaborative and innovative work environment.

Budget management:
• Develop and manage the project's engineering budget, ensuring efficient use of resources and consultants within the budgetary framework.

Compliance and quality:
• Work with the various players to ensure compliance with quality and safety standards in design and construction;
• Ensure compliance with the company's internal standards and policies, particularly those concerning project management, finance, environment and health and safety.

Risk management:
• Participate in the development of the risk management strategy. Identify, assess probability and impact to determine appropriate mitigation measures.
Requirements :
• Bachelor's degree in civil engineering or related field;
• Minimum of 10 to 15 years of experience with at least 5 years in project management;
• In-depth experience in commercial negotiation, with a mastery of advanced techniques and strategies.
• Minimum 3 years' experience in the railway industry;
• Excellent oral and written communication skills in English and French;
• Be a member in good standing of the Ordre des ingénieurs du Québec;
• Demonstrates inspiring leadership;
• Excellent ability to manage priorities, analytical skills;
• PMP an asset.
