1. Senior Procurement Specialist (Generalist – Indirect Services): You will manage high-value procurement files. Over 10 years of experience is required for this position.
2. Procurement Business Advisor (Generalist – Indirect Services): This role involves managing medium-value procurement files, open to professionals with minimum of 5 years of experience.

Procurement (Indirect Services)

As a Senior Procurement Specialist or a Procurement Business Advisor, you will be responsible for developing and implementing strategies and plans for the acquisition of indirect services.

You'll advise internal clients on procurement matters, manage your assigned portfolio, and collaborate to reduce risks and seize opportunities in VIA Rail's procurement projects. You will coordinate complex projects across different teams and business units, using best practices and your expertise to improve service offerings. Additionally, you'll work with the legal team on the creation, drafting, and review of contractual agreement documents.

Responsibilities:

• Build and maintain a strong relationship with internal stakeholders, understand their needs and recommend best practices;
• Advise stakeholders in the acquisition process and assist in scoping;
• Conduct market research and analysis to identify potential suppliers, evaluate competition and assess risk;
• Have in-depth knowledge of the products/solutions offered on the market, propose strategies and initiatives, and uncover advantageous opportunities and/or threats related to the supplier market and propose solutions for improvement;
• Plan, develop and implement procurement strategies in collaboration with stakeholders for projects and acquisitions under his/her responsibility;
• Establish schedules, priorities and action plans to ensure the implementation of solutions and rapid conclusion;
• Ensure the timely execution of files while respecting corporate governance;
• Support internal customers in the development of specifications, perform the necessary verifications, define the appropriate procurement strategy, establish procurement lead times based on requirements;
• Prepare and issue solicitation documents, ensuring that requirements are clearly defined, for assigned professional services, goods and products or other initiatives;
• Assess risks, propose mitigation plans and work closely with the legal team, actively participating in the development, writing and/or review of contractual agreement documents;
• Evaluate bids and negotiate agreements, with the aim of obtaining the best market conditions and making recommendations for executive approval;
• Communicate and work effectively with the Finance Centre of Expertise group, which will prepare purchase orders for goods and services once contracts have been signed. Ensure accuracy of contractual commitments reflected on purchase orders issued;
• Coordinate contract renewals and amendments;
• Support business units in the application and interpretation of contractual clauses;
• Implement the supplier performance management policy with the designated suppliers in its portfolio (Only applicable for the Senior Procurement Specialist role;
• Act as a facilitator in the management and follow-up of problem situations with suppliers and internal customers.
Requirements :
• University degree in business administration, finance, legal services, or equivalent.
• Experience in drafting bid documents, solicitation documents, evaluation grids and contracting for services.
• Excellent communication skills in French and English, strong interpersonal abilities, and a focus on customer satisfaction.
• Proficient in Office tools, TEAMS, and SharePoint.
• Experience with an integrated management system like Oracle is a plus.
• Extensive experience in preparing tenders and negotiating for various categories of indirect goods and services.
• Advanced skills in procurement strategy, detailed cost analysis, and process improvement.
• Ability to handle contractual and legal aspects, with strong negotiation skills, a good understanding of commercial issues, and conflict management.
• High degree of initiative and independence, along with exceptional organizational, planning, and leadership skills.
• Experience in solving procurement and supplier management issues.
