The Senior Advisor, Regulatory Affairs develops and implements medium and long-term strategies for Regulatory Affairs requirements and safety improvements for Railway Transportation, Infrastructure, OPTT & Network Operations. Maintains constant contact with Transport Canada Rail Safety to ensure alignment of rail safety strategies.

Develops and implements strategies for regulatory requirements for the Railway Operations team. Develops policies and procedures in collaboration with the Safety group that address business challenges regarding Regulatory Affairs.

Manages transformation, including development of procedures and practices around current and upcoming regulatory change (i.e., Fatigue Management Plan, Locomotive Voice and Video Recording, Enhanced Train Control, Work Rest Rules, Track Safety Rules), and projects such as Grade Crossing Regulations, Fleet Renewal, and HFR, in collaboration with cross-departmental stakeholders. Must also champion and communicate these procedures and practices in a manner that builds consensus and engagement.

Responsibilities:
• Plays a leadership role in interpreting regulatory requirements and communicates them effectively, in a manner that encourages collaboration and teamwork. Must motivate and influence others in teams to ensure positive outcomes for the projects and the organization. Safety Board regulations). Provides expert guidance to stakeholders and reports results along with recommendations to senior management.
• Develops new solutions for emerging regulatory requirements and manages Regulatory projects which require the participation of internal and external department resources. Tracks and reports on progress to senior management.
• Plays and active role with Industry Partners, as part of the Railway Association of Canada regulatory committee, in the development and implementation of strategies affecting industry on the regulatory affairs side.
• Leads special regulatory transformational projects (FMP, LVVR, DRPR, TSR) for the team and ensures project management timelines are met.
Requirements :
• Bachelor’s degree in Public Administration or a related field.
• 6-8 years of relevant experience (Railway Operations or Rules Compliance knowledge a plus).
• Strong verbal and written communication skill in both official languages.
• Ability to present to large groups at various levels of the organization or to external partners at a Senior Management and/or Executive Level.
